As you surely remember, Nintendo promised in their latest Nintendo Direct that they want to use the Nintendo Network ID for more services. They revealed that one of those services is going to be the Miiverse for the 3DS and will come along with the planned system update next month. The Miiverse originates from the Wii U, and it offers a place where people can share their messages (be it opinions, hints, tips or questions) regarding games — world wide. A lot of features are shared, but the 3DS version will be different from the Wii U version.
Miiverse is what most of us have been waiting for ever since the SpotPass feature of SwapNote was shut down. The majority didn’t care about the removal that much; in the end it wouldn’t matter since Nintendo would publish their 3DS Miiverse later this year which replaces SwapNote anyway! Little did they know…
Nintendo already showed us a few pictures of the 3DS version, but they were lacking something: there was no message icon which exists in the Wii U version of Miiverse. NeoGAF user xxbrothawizxx63 contacted Nintendo of America to clarify why the icon was missing.
Their answer crushes the hope of SwapNote fans: it seems Nintendo canceled the plan for the message feature back when they removed the SpotPass feature of SwapNote.

In answer to your question, we don’t plan on adding the “exchange messages between Friends” option on the Nintendo 3DS Miiverse. Additionally, there are no plans to allow Nintendo 3DS Miiverse users to use the Friend Request feature.
